Welcome to Top Cat Computing! I’m Steve Topilnycky, a U.S. Marine Corps Veteran and retired law enforcement officer with a passion for coding and helping others. I studied Computer Science from Mercy College and enjoy creating and managing websites.

Web Development Experience

As a webmaster, I have built and maintained several websites, including:

  • MCL Westchester [2002–present]
    I built and maintain the official website for the Marine Corps League Westchester County Detachment #254. I originally hand-coded the site in classic ASP, and I have since evolved it through multiple platforms. It currently runs on WordPress. http://www.mclwestchester.org/
  • Argostuff [2004–2013]
    I created and managed a user-to-user support site for ArGo Software Designs products, including Mail Server .NET and FTP Server .NET. I closed the site on November 1, 2013. The ArGo Software Designs Mail Server (https://www.argosoft.com/)continues to be developed.
  • Top Transportation [2006–2017]
    I built the website for a limousine company. After the company was sold, I redesigned the site and moved it to https://www.toptransportationct.com/.
  • Young Marines of Westchester [2013–2018]
    I developed and maintained the official website for the Young Marines of Westchester (White Plains, NY). I sunset the site in 2018.
  • Empire State Leathernecks [2023–2025]
    I built and managed the official website for the Marine Corps League Empire State Leatherneck Detachment #1493. As domain owner, I shut down the site in 2025 when I stepped down as webmaster.
  • Department of New York [2023–2025]
    I built the official website for the Marine Corps League Department of New York on WordPress. I handed over management to the new administration in June 2025. https://www.mclnewyork.org/

Technical Support and Beta Testing

  • Symantec Support Volunteer [1995–2000]
    I provided online technical support for Symantec products, including Norton Antivirus, PCAnywhere, WinFax, Norton Utilities, and many others. I delivered support through CompuServe, MSN, and later through Symantec’s newsgroups until the Support Volunteer program ended in 2000.
  • Symantec Beta Tester [1996–1998]
    I tested pre-release software, identified bugs, and provided detailed feedback. Notably, I received an unofficial mention in the Norton HelpDesk Assistant implementation guide for discovering the most bugs and offering valuable insights.

Coding and Solutions

Over the years, I have developed numerous scripts and programs to solve common technical challenges. Although many of these solutions are now outdated, I am currently rebuilding a comprehensive library of updated scripts and practical tips to share with the community as I regain my momentum.
